My Lord,

Referring to Your Lordship's Despatch No.194 of the 11th October, 1906, stating that Your Lordship would be glad to receive for communication to the Governor of Sierra Leone details with regard to the system of surface drainage in Hongkong, I have the honour to enclose a copy of a report by the Director of Public Works accompanied by a plan, sheet of sections and photographs.

2. From this report it will be seen that the provision of the open culverts in substitution for the natural watercourses in the upper levels of the City, originally undertaken to protect property from damage by rainstorms and to enable it to be more regularly laid out, has during the past 6 or 7 years been continued to remove the breeding places of anopheles.
